xAPI actor authorization

Allow Turbo pages to provision or switch the WordPress user from the xAPI actor.

How to enable

1. Open WP2 Platform → Modules → Editing.
2. Open the gear on the Turbo tile.
3. On the General tab, enable xAPI actor authorization.
